What issues caused him to take action?: As you may know, North and South Korea do not get along well. They are both VERY corrupt. So there was much fighting and tension that the people wanted to resolve, so he took action to try and make a difference.
Was this issue local or global?: This is a very controversial question, because it is both a global and local issue. You see, the tension got so intense that bombs were set off and people were killed. On November 23, 2010, North Korea bombed Yeonpyeong Island, located in the Yellow Sea; this island is close to a disputed North Korean and South Korean border. Many artillery rounds landed on the island. This issue is clearly a global and local issue. It could escalate to countries siding with either North or South Korea and fighting against one another.
How did Kim Dae-Jung take action?: To put it short, Kim Dae-Jung reached out to Kim il Jong; Kim il Jong is the Leader of North Korea. Kim Dae-Jung spoke to Jong about peace and making a consensus between the two Countries.
What media channels did this person use?: No media channels were used, just meetings between the Leaders of North and South Korea. Of course, the people of the countries pushed for peace and that was surely on the media.
